Neighborhood Starts Petition to Decrease Speed Limit Following Boy's Death 2/24/14

No charges will be filed in the truck-bicycle crash that left a nine-year-old Odessa boy dead.
That according to DPS Officer Elena Viramontes . The crash, which happened last week in Ector County.
According to DPS troopers, Samuel Rogelio Carrasco, 9, ran a stop sign with his bicycle at the intersection of West County Road 122 and South County Road 1311 around 6:30 p.m. on Feb. 19th when a Ford F-150 towing a trailer struck the boy. He was rushed to the hospital but died several hours later.
Now friends, family, and neighbors are speaking out.
They have started a petition and demonstrations to either decrease the speed limit or add speed bumps to the street.
