City of Midland Building a Secondary Treatment Waste Water Facility With an Oil Company 2/11/14

The city if Midland wants to upgrade its waste water plant, but there's more than one step to the upgrade.
One option is to let a private oil company pay for a secondary treatment facility and buy the treated waste water for hydraulic fracturing. Holly Rosas with the city of Midland Water Department says the TCEQ has said their farming and crops are in need of an upgrade anyways.
She says the benefits are that it would decrease the amount of ground water used for hydraulic fracturing while supporting the oil industry community, whereas a con might be the process being more complex to treat waste water to a secondary level.
Council seemed receptive of the idea.
