Big Spring To Create Enterprise Fund For Landfill 2/11/14

Big Spring City Council continues to tackle the issues of trash pickup and the landfill. Now, they are setting up an enterprise fund, which could lead to an increase in fees.
Trash trucks work around the clock to keep up with the demand in Big Spring, yet sometimes struggle to keep up.
"Sometimes they donít pick up on time and my trash piles up,Ē said one resident.
At the same time, the landfill is expected to fill up by next year. Mayor Larry McLellan wants to create an enterprise fund.
"It will give you the ability to target the revenue thatís coming in and the expense thatís going out," he said.
All money generated from the landfill would stay in that pot. However, McLellan expects to see a shortfall with more money being spent on the landfill than coming in. Therefore, the city would have to do something to make up the gap.
"We will need to raise this amount from either some source or up the user fees," he said.
Councilwoman Carmen Harbour, who voted against an increase in October, says she supports the idea of a fund. She will support an increase once all the information from this fund and the route study, which is studying trash collection issues, is complete.
"I understand that at some point we will need to raise those fees. However, I don't think right now is the appropriate time,"
