Martin County Sheriff John Woodward says often times when they tell a resident their animal needs care from a vet, the owner will release the right of ownership.
The sheriff’s office is then left with an animal in their care.
Because of limited funds, many rescuers know it can be difficult for SPCA and Humane Societies to help with the amount of displaced or stray animals in West Texas.
Sheriff Woodward says an independent rescuer, Melanie Gambrell, has helped take in animals for them a few times.
