State Law Makers Make Last Minute Push for Prop. 6 in Midland 10/24/13

Midland - With elections right around the corner, state lawmakers are making a last-minute push to voters in hopes of passing a major water plan.
Multiple state politicians were in Midland today campaigning for Proposition 6. They say it may not be a solution to our water problems, but it is a step towards solving it.
Take a look around west Texas and it's easy to see that it is very dry. In fact, that holds true for most of the state. That's why state leaders have been working on a plan to solve our water woes. They call it Proposition 6.
"It's to help fund and create projects to conserve water and get additional water for all communities across the state," Texas House Representative Tom Craddick said.
The proposition would use $2 billion from the rainy day fund to finance water projects. State leaders say it's not a one-time fund, but rather an evergreen fund.
"City aid can get their project going and when it pays off, the money comes back and it'll be used for someone else," Representative Craddick said.
"It's the one time opportunity that we've had in a conservative way, without tax increases, to finally implement the states water plan," Texas Speaker of the House Joe Straus said.
Part of this new plan includes 20 percent of the funds to go towards water conservation. Another 10 percent of the money would be set aside for rural areas, which Representative Craddick says puts the odds in the Permian Basin's favor.
"There are a lot of projects for this region that cities and counties need. They'll be able to go in with a proposal and be able to benefit from these dollars," Craddick said.
State leaders argue with a good water supply for the next 50 years, Texas’ economy will keep growing. Without it, they say the state’s prosperity will sink.
If passed, a board will look at a projects need, viability, sustainability and cost-effectiveness.
