Terrell County ISD Struggling as a Chapter 41 School 9/16/13

Terrell County Independent School District is having trouble holding onto its money. As a wealthy Chapter 41 School in TX, much of their money raised is being sent to less fortunate schools in the state; 74 cents of every dollar in fact.
Superintendent Hamilton says that a couple of years ago, it was 86 cents. He also says last year's budget was over $7.0 million but this year's budget is about $6.2 million.
He says their main problem is low enrollment. Even though the school system has gained 25 kids, there's been a decrease in the budget, and it's still not enough in comparison with their property-wealthy district.
