Syrian Says Details of Russian Proposal Need to be Worked Out 9/11/13
DAMASCUS, Syria - A senior official in Syria says the Russian proposal for Syria to give up control of its chemical weapons arsenal is still a "broad headline" that needs to be developed.
He adds that Syria is ready to sign a convention against chemical weapons, but not if that move is imposed by foreign powers.
The cabinet minister tells the Associated Press that Syria's chemical weapons were meant to achieve strategic balance against Israel.
Meanwhile, a French official says tense negotiations are under way on a proposed U.N. resolution that would put Syria's weapons under international control.
The official says Russia is objecting to including a provision that would make the resolution enforceable through military power. Russia also objects to blaming last month's chemical weapons attack near Damascus on the Syrian government.
