"Operation Compliance Llano Estacado" Lands Several Sex Offenders Behind Bars 8/21/13

Lovington, New Mexico (August 21, 2013) – Lea County Sheriff’s Deputies, in cooperation with Deputy United States Marshals and the New Mexico Department of Corrections (DOC) Adult Probation Office have completed Operation Compliance Llano Estacado, an operation focused on assuring the registration compliance of convicted sexual offenders required to register with the Lea County Sheriff’s Office.
The operation spanned August 18th, 19th, and 20th. Lea County deputies served as the team leaders for each team and were responsible for contacting offenders and obtaining information, making arrests if probable cause existed to do so, and completing reports related to the compliance checks. US Deputy Marshals were present to initiate investigations regarding violations of the Adam Walsh Act if there was reason to believe those types of violations were present. NMDOC Adult Probation and Parole Agents were present to take action in the case of probation violations. Ninety-six compliance checks were completed and fourteen individuals were contacted who were on probation with the Adult Probation Office.
The following arrests occurred as a result of the compliance checks:
August 19, 2013 - Registered Sex Offender Richard Radcliff (32) of Hobbs, was taken into custody for violating his probation. He is being held at the Lea County Detention Facility with no bond.
August 19, 2013 – Absconder Raul Martinez Perez, age (68) of Hobbs, was found to have absconded from Midland, Texas, and was taken into custody on a Fugitive from Justice warrant for Failure to Comply with Sex Offender Registration requirements and Theft by Check. He is being held at the Lea County Detention Facility with no bond.
August 19, 1213 – Emanuel Madrid (29) of Lovington, was taken into custody on an active outstanding arrest warrant for Aggravated Burglary (2nd degree) as well as a probation violation. He is being held at the Lea County Detention Facility on $50,000 bond for the Aggravated Burglary and no bond for the probation violation.
August 20, 2013 – Registered Sex Offender Juan M. Corrales (30) of Hobbs, was charged with Resisting, Evading and Obstructing an Officer as well as having an active outstanding municipal arrest warrant from the Hobbs Police Department. He is being held at the Lea County Detention Facility on $1000 bond.
Arrest warrants will be sought for two additional offenders who did not register as required by the New Mexico Sex Offender Registration Act. Their names are not being released at this time pending the filing of the warrants.
