Odessa Mother Arrested on Three Counts of Endangering a Child 4/1/13

Odessa - The mother of the children that were left in an SUV in Odessa while she was in a grocery store has been arrested on three counts of Endangering a Child.
Odessa police arrested 38-year-old Eloisa Moncayo this morning after the investigation revealed she was inside the store for around 15 minutes and left her six year old daughter, and two other children, ages three and one year old inside her Ford Expedition back on March 26th.
While she was in the store, police believe 17-year-old Israel Ortega snatched Moncayo's daughter out of the SUV by the throat. He has been charged with first degree Aggravated Kidnapping.
