Ex-Police Officer Admits Abusing Suspect 3/8/13

LAREDO, Texas - A former Laredo police officer has admitted to abusing
a suspect in his patrol car last year.
Frank Carter pleaded guilty Thursday in federal court in Laredo to violating
the civil rights of the male suspect. Assistant U.S. Attorney General Thomas
Perez says Carter admitted that he used "unjustified and unlawful force against
a handcuffed arrestee."
The incident was recorded on a rear-facing dashboard camera.
Carter could be assessed to up to 10 years in prison when he's sentenced
April 11.
