The Midland City Council was presented with an annual report on Midland City Police stops and racial profiling for 2012.
The report found that the percentage of stops of African-Americans by police was higher than the percentage of African-American drivers in Midland.
The report also says there were no filed cases of complaints on racial profiling in 2012.
City Councilman John Love says it's because it's not easy to file the report.
"It's no surprise that there are no racial profiling complaints," Love said. "You can't get the form from the Police Department."
The Police Department says you can't get the form--but there are resources at the station that help file a complaint.
"The form is not available, but there is a brochure that tells you what the process is." said Midland Chief of Police Price Robinson.
