Midland Says Zoning E-mail Taken Out of Context, Releases Full E-mail 2/15/13

MIDLAND-New information on the mobile home development that withdrew it's zoning application Tuesday.
Co-owners of Stone Bridge Estates, Brant Greathouse and Blake Templeton read from an e-mail from a city official which they say told them they didn't need to go through the zoning process.
The City of Midland says the e-mail was taken out of context, and even missing parts of the e-mail. The final four sentences of the e-mail were not included in the portion read by Greathouse at Tuesday's council meeting.
They released the full e-mail to us today.

Brant-
You are correct on the C-3, but the site plan covers both C-3 and 2F zoning districts. At this point I think you were looking at feasibility, and the 2F area is over 3 acres and does require the SUP.
Ultimately, we would rezone all C-3, after you get a plat finalized, and the SUP becomes a non-issue.
As it turns out, less than a week to review and limited detail in your site plan was not enough for our divisions adequately review and get their comments back to me, so we are going to have to cancel Monday’s P&Z meeting for your case. I know we discussed it wouldn’t be 100% done, but the engineers will need more than what we received.
In the meantime, if you could continue to work on more of the site plan details required in the 5-5-4 section of the code we will be in a better position to provide feedback.
