MIDLAND-The City of Midland held a second reading today of changes to the ordinance regulating the "Permit Required for Parades and Processions".

The new Midland City Code will require companies to cover both spectators and participants at events in order to apply for a permit.

The ordinanace also changes the way permits are taken in, ensuring that copies of all parade permits reach Midland County's Emergency Management Office as well as the Sheriff's office.

The ordinance will go into effect March 1.

The changes come just before the upcoming March 6 Grand Jury meeting to look at the causes of the fatal train crash in Midland.
