The Midland Police Department is investigating fraud cases by one individual and is looking for other victims who have yet to come forward.
Raul Torres Urias, 55, is passing himself off as a contractor to build homes and remodels in the area. Urias convinces his victims that he will build their homes or do their remodels at a low cost and makes it appear that he can have the construction complete in a matter of days. The victims are required to pay a substantial down payment and might see very little construction take place when Urias goes missing.
