Combs Supports RDF Spending on Water and Roads 2/5/13

AUSTIN, Texas (AP) - Texas Comptroller Susan Combs said she would support spending a portion of the state's reserve fund for one-time projects such as water and transportation.
Combs, a Republican, was speaking to the Senate Finance Committee that is writing the state's next two-year budget.
Gov. Rick Perry has proposed spending $3.7 billion from the Rainy Day Fund for water and road projects. Perry has also wants to spend nearly $1 billion more on unspecified tax relief.
If left untouched, state officials say the fund balance will balloon to nearly $12 billion by August 2015.
