U.S. Marshals Arrest Odessa Man, Accused of Sexually Assaulting a 13-Year-old Girl 11/28/12

On May 15, 2012, a mother reported to the Odessa Police Department that her 13-year-old daughter was sexually assaulted by an unknown male. A report was completed and an investigation started. During the course of this investigation, a Department of Public Safety lab report was issued advising of a CODIS (Combined DNA Index System) Match Confirmation to a subject identified as Isaac Rocha with the date of birth 01-10-81.
A Search Warrant was obtained for a known DNA sample from Isaac Villarreal Rocha W/H/M 01-10-81 for comparison to the DNA profile, to determine if he was the contributor.
A known sample was obtained and submitted to DPS. On November 19, 2012, DPS issued a lab report advising “Rocha is the source of the major component from this DNA profile”.
On November 26, 2012, an Arrest Warrant was obtained for Isaac Villarreal Rocha W/H/M 01-10-81, for Aggravated Sexual Assault, a First Degree Felony.
The United States Marshal’s Service arrested Rocha on November 27, 2012.
