Monahans, TX - A new boss is in town. Calvin Carrell was assigned to the Executive Director position for one reason: to financially turn around the Monahans Housing Authority.

“We are classified as a troubled housing authority because audits have not been done for four years,” he said.

Investigators with the Monahans Police Department say Ignacio Chaviria Jr. is under investigation for mishandling funds.

“Charges are still pending on mishandling of money and mismanagement of funds,” Carrell said.

Carrell says records were lost and rules were not enforced.

“We were just barely making the bills when I came here,” he said, “These rules are spelled out in a lease that each tenant has to sign.”

Which is why he says some tenants are not happy with them, some were even evicted.

“I had to start enforcing rules,” he said, “When you enforce rules you make people mad.”

Police say the investigation started about two years ago. Chavira's case is now with the DA awaiting the Grand Jury. He and several other former employees have not yet been charged.

Currell says it'll take them about 5 months to get back on track.

According to Mayor David Cuthbert Ignacio Chaviria Jr. was assigned to the Housing Authority by the federal government. The mayor says that was equivalent to putting a wolf in a hen house.
