West Texas City in Financial Bind 10/17/12

The City of Balmorhea is now in a financial bind.
And city officials say it's due to the hands of a former appointed leader.
Balmorhea officials say that former city secretary, Able Baeza, wrote checks, which were not approved by the mayor.
Balmorhea leaders say Baeza wrote 2 "hot" checks, which cost about $21,000.
They say he also wrote a check for about $4000 for his personal compensation and vacation after he quit his position.
They say that these unauthorized checks have caused payments to several vendors and a city worker's payroll to bounce.
