Condemned Texas Man Loses Appeal in Rage Slayings 9/16/12

HOUSTON (AP) - A federal appeals court has rejected an appeal from a suburban Dallas man sent to death row for the road rage slayings of two truck drivers 14 years ago.
The ruling Friday from the 5th U.S. Circuit Court of Appeals moves 54-year-old Douglas Feldman a step closer to execution for the shooting deaths of 36-year-old Robert Everett of Missouri and 62-year-old Nicholas Velasquez.
Feldman, a former financial analyst, testified at his 1999 trial he shot Everett after getting nearly run over on his motorcycle. Then he shot Velasquez, from Irving, in anger as the Exxon tanker driver from Irving was filling tanks at a Dallas gas station.
Feldman's appeal argued he had deficient legal help at his trial, that jury instructions were improper and a juror improperly was dismissed.
