Midland, TX - City officials hope to restrict the area of highway 191 for a less industrial look.
That means businesses will have to get a face-lift.

Driving down highway 191, you'll find your industrial businesses, a few retail stores, and an occasional dirt devil, but just down the road from the airport is a multi-million-dollar diamond in the rough, the Wagner Noel Performing Arts Center.

"This is not just a performing arts center” Midland City Councilman (District 4) Michael Trost said, “This has become a world class performance center."

Trost says that’s why they changed the zoning along highway 191 from commercial to retail.

"We want it to look good," he said.

Local industrial businesses that opposed the decision had concerns about restrictions; Trost says owners can request to change the zone with a negotiation.

"You can come back to the city council and get the zone changed,” Trost said. “ We will discuss it and come to a compromise. We would like you to have a more retailed look."

Trost says its not just to impress visitors, but anyone who drives down the highway

“Odessa is participating as well,” he said, “so it’s important to the both of us."

The City of Odessa Mayor Larry Melton says they are in the middle of a study to see what would be their best decision for the area.
